Case Study: Coordinating Travel Security Through Two Converging Risks

​

A group of executives traveled to Paris for a multi-day series of client dinners and outings, including attending the French Open, based out of a single hotel near the Champs-Élysées. Before the trip began, Insite's assessment had already mapped each dinner reservation, day trip, and the hotel itself against the surrounding threat environment. This served as the baseline every alert during the trip would be measured against.

Two days before the group's departure, a nationwide taxi driver strike began disrupting Paris, with striking drivers explicitly stating an intent to target the French Open at Roland Garros. The GSOC issued an alert within the day, built directly around the group's itinerary. The alert included a map overlaying every planned dinner and day-trip location against the strike's likely blockade zones, flagging exactly which stops carried elevated risk of delay. As the strike continued throughout the week, Insite tracked developments and continued to flag the itinerary points most likely to be affected.

Then, with the group still in the city, a second and unrelated risk emerged. The UEFA Champions League Final was set to be broadcast throughout Paris, including near the group's hotel, with local authorities publicly preparing for potential hooliganism regardless of the match's outcome. This concern was reinforced by a comparable incident weeks earlier our team had researched, where a celebration for the same team's qualification had turned violent, including a vehicle driving into a crowd of supporters.

 

The local police force in Paris was taking rigid steps to prevent another incident from occurring, including setting up zones where foot and vehicle traffic was disallowed. The zone was extended closer to matchday, now encompassing the hotel the executive team was staying at. The assigned GSOC analyst worked with Insite’s consulting team to coordinate with on-the-ground agents after police had made it clear all individuals in the vicinity were prevented from walking through, and any individual attempting to do so would be met with force. Our team rerouted the executives to a different hotel before any incident could occur, allowing them to avoid any crowds or police engagement after attending the match.

Through the evening, Insite continued monitoring conditions in and around the neighborhood in real time, ready to update the guidance if the situation developed differently than anticipated. The trip resolved without issue.
